Is AFSCME considering a strike in reaction to Quinn's pension failure?

There is talk that the leadership of AFSCME-Council 31 is meeting on Monday to decide whether to have their membership "go on strike" over the failure of Quinn and the Democrat-led legislature to address pension reform.

A strike decision wouldn't mean every member of AFSCME would go on strike since some union members are legally prohibited from doing so. For example, the prison guards that work at Stateville Prison in Joliet are legally prohibited for public safety reasons. However, the Stateville Prison office employee staff can legally go on strike which means that prisoner transfers and other administrative functions would quickly grind to a halt.
