WASHINGTON DC - An anonymous author has distributed to the media a 536-page complaint against John Tillman of the Illinois Policy Institute. The complaint has purportedly been sent to the IRS requesting an investigation. Emailed from a Washington DC-based news entity, the complaint alleges "a political enterprise [was] coordinated by John Tillman for the purpose of electing candidates to office and to provide for improper personal benefits to principal actors in these [tax-exempt] organizations."
It goes on to name several organizations, including: Illinois Policy Institute, Illinois Policy Action, Liberty Justice Center, Illinois Opportunity Project, Liberty Principles PAC, Liberty PAC, Think Freely Media, Illinois News Network, CatholicVote, and Illinois Tea Party groups.

Tillman emphasized to Illinois Review that the document "Is not an IRS complaint - it is a complaint by an anonymous critic who is trying to get the IRS engaged."
It has been suggested that political activist William Kelly is the author of the complaint. Kelly has long been critical of Tillman and Illinois Policy Institute, as well as many of the individuals and organizations included in the complaint.
Kelly told Illinois Review he doesn't "operate in anonymity," and denied knowing "anything about a request to the IRS to investigate John."
