Less than two years after getting out of federal prison where he served time for a public corruption conviction, former West Side alderman Isaac "Ike" Carothers, a Democrat, is attempting a political comeback. While state law bars Carothers from trying to win back a seat on the Chicago City Council, he's free to run for the Cook County Board, the Chicago Tribune reported.
