Mitchell introduced HB 976 immediately after the 98th General Assembly was sworn in last January. He added three co-sponsors, and in March, the bill was sent back to House Speaker Mike Madigan's bill cemetery called the "Rules Committee" where Democrat leadership did not allow movement into committee or on to the House floor.
