"House committee moves controversial "medical cannabis" bill. HB 1, approved 11-4 and sent to the House floor for further discussion and debate, would enact, on a pilot-program basis, a tightly controlled marketplace in Illinois to enable some specialty physicians to prescribe marijuana to a limited number of patients. Cancer, HIV and multiple sclerosis would be among the short list of diagnoses that a doctor could use to prescribe marijuana. Patients without a specific qualifying diagnosis would not enjoy the right to purchase the drug. The drug could only be purchased at a tightly-regulated, state-licensed dispensary. 18 states currently have medical-marijuana laws. The House committee vote took place on Wednesday, March 6."
