SPRINGFIELD - Despite pressures from state employee unions to oppose the cost of living adjustment (COLA) pension caps in the Nekritz-Cross pension bill, HB 1165, Democrat State Rep. Jack Franks spelled out why he was going to vote "Yes" on a bill he "did not like" -
