Senior adviser and former Chicago real estate mogul/city planning commissioner Valerie Jarrett and her old boss, Richard Daley, presided over a massive “Plan for Transformation” in the mid-1990s to rescue taxpayer-subsidized public housing from its bloody hellhole.
