House was scheduled to be in session at 12:00 p.m. Tuesday. Republicans moved immediately to go to Caucus, scheduled to return for debate at 1:30 pm.
Speaker Madigan has introduced as his “Weekly Order of Business” HB 1155 which amends the Criminal Code of 2012. Makes a technical change in a Section concerning the unlawful use of weapons. The bill includes 27 Amendments that were introduced Monday, essentially allow concealed carry in principle, but not in practice.
I will not support Speaker Madigan's HB 1155. The amendments to this bill are over-reaching and location-restrictive.
On the issue of firearms, I believe Second Amendment rights are a defense against tyranny. They prevent the government from holding more power than the people it serves. I believe law-abiding citizens, with the proper training, should have the right to own and carry firearms if they so choose. I will only support legislation that favors this position.
In an effort to allow legislator more time to review legislation, I have introduced HB 2214, which requires 72 hours for bill review.
