What do the tooth fairy, Santa Claus, and President Obama all have in common? People want to believe in them as long as possible before reality sets in.
For a simple defintion, think of innumeracy as illiteracy about numbers. Con artists rely on the innumeracy of the people to sell everything from special store sales that are "30% off" to monstrous government deficits that can be cured by higher taxes on rich people who do not pay their "fair share." Can a free republic survive very long with a population that is innumerate? Likely not.
Can government leaders who are innumerate themselves lead the nation without destroying it's economy by counterfeiting the money supply and driving the government into bankrupcy? That idea is now being tested.
