Heritage proposes plan to fix the debt

Heritage Foundation has a proposal to work through the federal deficit with spending cuts. Perhaps some of the Illinois think tanks could come up with a plan like "Saving the American Dream" for Illinois? Indeed, the same taxpayers will be funding both a portion of the federal budget mess and all of Illinois'.
