ELGIN - Sunday, the Elgin League of Women Voters had a no-show candidate in the important race between Congressman Joe Walsh (IL-8) and challenger Tammy Duckworth. A forum meant for 8th CD voters to gather a better understanding of where the candidates stand on the issues ended up being a two-minute speech from Congressman Walsh, because the League was forced to enact their "Empty Chair" policy:
