Who should be Illinois No. 1?

Il_license_plateCHICAGO - Governor Pat Quinn may be auctioning off Illinois' "No.1" vanity license plate, made available when the late Governor Richard Ogilvie's 90 year old widow gave it up when she decided to give up her driver's license and car.

So, who in Illinois should be driving around with a license plate - "No.1"? And should it be auctioned off to the highest bidder?
