The more Project Labor Agreements (PLAs) are understood, the more taxpayers understand how unfair they are. Yet, elected officials are intimidated by union lobbyists and organized labor into succumbing to their demands, which effectively stop any non-union companies or crews from even bidding on taxpayer-funded projects.
