A state senator says she will introduce legislation aimed at unraveling any connections Springfield businessman and convicted felon William Cellini might have with companies that manage buildings leased by the state. At a hearing of Illinois’ Procurement Policy Board on Thursday, Sen. Susan Garrett, D-Lake Forest, said state law does not require disclosure of payments made by building owners to the management companies and their overall relationships when it comes to leases tied to Cellini family companies.
