... Officials at the Vienna Correctional Center recently had to scramble when one of the prison's vendors pulled the plug on a delivery of kitchen supplies because the state owed the firm more than $6,000.
Facing the prospect of having to tell prisoners to eat with their hands, officials issued an emergency no-bid contract worth $25,000 to a different company, which then provided a supply sporks and other utensils to bridge the funding gap.
Crisis averted.
