The AP reports today HERE that now Illinois is bouncing checks:
Illinois officials say an accounting error caused worthless checks to be sent to several state health care providers.
Illinois Department of Healthcare and Family Services spokeswoman Annie Thompson says the checks that began bouncing last month are unrelated to the state budget crisis.
Who's responsible for out-sourcing state bill paying -- the Comptroller or the Treasurer? Who's responsible for making sure the right money is in the right account -- the Comptroller or theTreasurer?
These Medicaid-funded health centers have likely been waiting for months for these checks -- up to 160 days behind now we're told -- and when they deposit the long-awaited checks, they bounce?
Who's responsible for this -- State Comptroller Dan Hynes, who's mulling a race for Governor or State Treasurer Alexi Giannoulias, who's now running to succeed U.S. Senator Roland Burris? While these guys are eyeing higher office, who's minding the store? And who's taking care of these debt-ridden health providers?

Great read
we need more facts on this. I would think the Treasurer is responsible

Adam A. would've never let this happen. He'd be the perfect comptroller.
