This time it's the Chicago Republican Party -- yes, there is one -- seeking to capitalize on the misfortune of Illinois Gov. Rod Blagojevich, who is accused of trying to peddle Barack Obama's former Senate seat to the highest bidder. The local party sent out an email invite recently to "join the party for the post-Blagojevich era." But, being Republicans, they can't help themselves. This isn't an all-comers call, though you'd think the local Republicans, who hold exactly one of 50 seats on the city council, would take help from wherever they could get it. The Chicago Republican Party, the entire Illinois Republican apparatus, for that matter, truly has been the Grand Old Party, with emphasis on the "old." Rich, but over 50, overwhelmingly white and politically inept. "Diversity", in 2004 at least, meant importing black arch-conservative Alan Keyes from Maryland as a sacrificial lamb because the Party of Lincoln could not find a serviceable indigenous candidate of any color to put up against Barack Obama for U.S. Senate. This after the great young hope of the GOP, Jack Ryan found himself sidelined by an unfortunate scandal involving allegations that he aspired to sex in public with his wife at the time, the actress Jeri Ryan. So you'd think Chicago Republicans would recognize a need to grow the base, and give them credit, their invitation reflects a knowledge of the need to get younger. It has the styling of a vodka ad aimed at twenty-something singles. It features a comely model with fan-blown hair and a flag, promises of advance notice on celebrity appearances and opportunity to "network with other professionals." No Stoli discounts, however. (Technical difficulties won't permit us to copy the invite directly into The Swamp. But you can get a taste of what party supporters are trying to do by clicking here.) The trouble is there's nothing here for beer drinkers or blue collars, who may also be looking for alternatives to machine Democrats. The city is more than 60 percent black and Hispanic and the well-scrubbed faces in the photos are all on the light-skinned side. See, it's hard to break out of the Chicago way of doing politics. Gonzalez won the county board seat in District 1 over Yolanda Campuzano for one reason - the voters wanted change. Gonzalez is an 11-time award winner for her work with communities and minorities. Now the county board is trying to hire Campuzano as Ethnic Outreach Coordinator, for $50,000 a year, which just happens to be what she earned as a board member. However, let's talk about important matters in Addison Township, Pat's backyard. On Oct. 8, officials of Addison Township gave themselves hefty raises. The supervisor, Kathryn Cermak-Durante, Pat's wife, now earns $58,000 a year. In 2001, the supervisor made $29,000. A 100 percent pay raise over 7 years or 14.3 percent a year. Best part about the job is that it doesn't require Mrs. Durante to spend one minute in the office or to do anything else other than attend one meeting a month that lasts about 10 minutes. (The clerk no longer notes the ending time of the meetings in the minutes.) Here are the other salaries: Town Clerk Pam Moretti now makes $22,500, compared to $7,500 in 2001, a whopping 200 percent raise or 28.6 percent a year; the assessor's salary went from $58,750 to $98,000, and the highway commissioner from $51,750 to $79,000. These figures do not include a very attractive benefits package including paid health insurance. All of this money spent on salaries for officials and little for the residents. The food pantry is shut down, services have been scaled back, no elected official is in the office except by appointment and there's little of that. The place is run by clerks. Maybe it's time for change in Addison Township as well.)

(THE ARTICLE: WITH billions of federal dollars flowing to General Motors, and with the incoming administration likely to discover that still more assistance is required, we can expect renewed calls for G.M.’s chief executive, Rick Wagoner, to lose his job as the price of failure. This view presupposes that Mr. Wagoner has not been willing to bring G.M. into line with the new global reality, that he has not designed cars Americans want to buy and that the company is a “dinosaur,” to quote Senator Richard C. Shelby, Republican of Alabama. In reality, Mr. Wagoner has presided over the most sweeping transformation of G.M. since the 1920s. He has reversed management’s long practice of meekly going along with the demands of the United Auto Workers, notably with a deal to transfer health care costs to a union-controlled trust over the next two years. During his tenure, as president, then as chief executive, Mr. Wagoner also put in place a previously unthinkable two-tier wage system to reduce the company’s average cost per worker; halved the company’s unionized work force in the United States through layoffs and plant closures; spun off Delphi Corporation, its largest parts supplier; and sold controlling interest of GMAC, its financing arm. A decade ago, suggesting that Mr. Wagoner attempt these restructuring goals would have been ridiculed as unrealistic. But these moves have largely succeeded and by 2010 should strip $5,000 from the cost of every G.M. vehicle. The company has made enormous strides in imitating and improving upon Toyota’s lean manufacturing system. At G.M. plants, gone are the mass assembly techniques pioneered by Henry Ford. Instead, workers are organized in small Japanese-style teams and encouraged to make sure problems are fixed on the spot rather than passed down the line. The quality gap between G.M. and Toyota has been closed. Mr. Wagoner has allowed his designers to recapture car design leadership with products like the Cadillac CTS, the Saturn Aura, the new Chevrolet Malibu and the revived and visually dazzling Camaro. The cliché that G.M. makes only gas-guzzling sport utility vehicles is years out of date. On the innovation front, Mr. Wagoner was responsible for introducing OnStar, the onboard communications and navigation system, and he has made a huge commitment to lithium-ion batteries, which will power the Chevrolet Volt, an extended-range electric vehicle. If the Obama administration wants to create new “green” industries here in the United States, these batteries represent a potential $150-billion-a-year opportunity. Lastly, Mr. Wagoner has globalized G.M. to a degree that it never has been before. The company’s strong position in China has helped support the difficult turnaround effort in North America. Before the financial crisis tanked American automotive sales, Mr. Wagoner had almost guided the country’s largest industrial company into a new era, demonstrating great resilience in the face of intense global competition.
