Representative William Black from Danville is the sponsor of HJR0029 stating that Illinois "urges the U.S. Congress, and especially the legislative delegation to the U.S. Congress from the State of Illinois, to withdraw the U.S. from any further participation in the Security and Prosperity Partnership of North America."
The Security and Prosperity Partnership of North America forms what is referred to as a trilateral union between Mexico, the United States and Canada. This partnership allows for a huge NAFTA super-highway to begin in Lazaro Cardenas, Mexico and follow Interstate 35 to enter Canada north of Duluth, MN. Mexico will have a customs port in Kansas City, MO which is called a SmartPort.
The Security and Prosperity Partnership which forms the North American Union was agreed upon by the leadership of each of the three countries. It was never authorized by Congress and therefore this plan, although in advanced stages, has no Congressional oversight.
The U.S. Department of Transportation has already granted 100 Mexican trucking companies unlimited access to U.S. roads to haul international cargo for a one year pilot program.
Black's resolution will be heard on Wednesday, March 21 by the International Trades and Commerce Committee at 4:00 p.m. in Capitol Building 122B.
Although this was a plan to boost our economy, many believe it is actually a threat to our economy and to our nation's sovereignty.
